Strategies to deliver universal, quality health care by 2030 have to embrace two closely-related goals: expanding coverage while narrowing equity gaps. here again, coverage rates for the poorest 20 per cent of the population must increase much faster than rates for the wealthiest 20 per cent in order to reach universal coverage. in 63 high-mortality countries, scaling up national coverage of health interventions to the level of the wealthiest 20 per cent could prevent one in four under-five deaths and decrease average under-five mortality rates in countries by almost 30 per cent (see Figure 1.8). another strategy – set out by the World health organization (Who) and UniCef in the integrated Global action Plan for Pneumonia and diarrhoea – identifies the measures needed to eliminate avoidable deaths from pneumonia and diarrhoea by 2025.
